THE BOARD COUNCIL

Pursuant to article 8, paragraph (1) of Law no. 227 regarding the prevention and fight against doping in sport, a Board Council functions as an advisory body to the National Anti-Doping Agency.

The Board Council of the Agency consists of nine members, their mandate being for a period of five years. The members of the Board Council are compelled to respect the sensitivity of the issue and they shall be required to sign a confidentiality and conflict of interests’ statement.

The Board Council consists of representatives of the Prime Minister’s Chancellery, Public Health Ministry, National Sports Agency and Romanian Olympic and Sports Committee, as follows:

a) a president, who is also the President of National Anti-Doping Agency;

b) two representatives of Prime Minister’s Chancellery appointed by the Head of the Chancellery;

c) a representative of the National Sports Agency appointed by its President, from among the employees;

d) a representative of the Romanian Olympic and Sports Committee;

e) a representative of the pharmacology or toxicology field appointed by the Public Health Ministry;

f) a representative of the sports medicine field appointed by the Public Health Ministry;

g) a representative of elite Athletes appointed by the Romanian Olympic and Sports Committee;

h) a representative of the national sports federations appointed by the Romanian Olympic and Sports Committee.

Pursuant to the provisions of Governmental Decision no. 1522/2006 regarding the approval of the organizational structure and the Regulation for the organization and functioning of the National Anti-Doping Agency, the Board Council has the following main responsibilities:

  1. approves the National Anti-Doping Strategy;

  2. approves the programs of education and prevention of doping in sport;

  3. approves the programs for the promotion of fair-play in sport;

  4. proposes the ensemble of measurement to be applied for the strengthening of fight against illegal traffic of doping substances;

  5. approves the activity report of the Agency;

  6. approves the action plan regarding the information, prevention and fight against the doping phenomenon in sport;

  7. approves the program of research actions and activities for the eradication of doping;

  8. establishes, according to in-force legislation, the quantum of charges for TUE Commission, Athletes and Athletes’ Support Personnel Hearing Commission and Appeal Commission.

In carrying out the duties conferred by law, the Board Council determines decisions by the vote of at least two thirds of its members.

The Board Council has one ordinary meeting per month and extraordinary meetings when necessary and its activity is conducted by the president, who is also the president of National Anti-Doping Agency.
